The Manchester School Readiness Council was established in 1997 in response to a statewide initiative that increased the number of preschool and child care spaces available to Connecticut residents. The primary goal of the Council is to support the positive development, education, and well-being of young children -- ensuring that every child in Manchester starts school "ready to learn."

Council members represent a wide variety of organizations in town, but they have one purpose in common: the best interests of children. Our members bring a wealth of expertise to the Council and include the following groups:

    • Town of Manchester's Human Services & Health Departments

    • Manchester Public Schools

    • Manchester Public Libraries

    • Manchester Head Start

    • Manchester Early Childcare Services

    • ECHN Family Development Center

    • Community Child Guidance Clinic

    • Local preschools and family child care providers

    • Area businesses

    • Parents

Our School Readiness Council has work groups, which are responsible for getting the majority of the Council's work done. These work groups are:

    • Kindergarten Registration

    • Transition to Kindergarten
    • Diversity

The Manchester Early Learning Center has 20 pre-school slots currently subsidized by a School Readiness Grant to the Town of Manchester and, in 2006-07, 5 slots at Nike Tykes Preschool were subsidized.

According to legislation enacted in 1997, each School Readiness program, which currently emphasizes three and four year olds, must strive to meet a number of State standards including:

* Collaboration of community agencies for the benefit of children

* Parent involvement, education, and outreach

* Referrals for Health Services, including immunizations and screenings

* Nutrition Services

* Family Literacy

* Admission policies which promote the enrollment of children from different racial, ethnic, and economic backgrounds

* Transition plans for young children from pre-school to Kindergarten

* Professional development plans for providers of service

* Sliding fee scale for eligible families

* Commitment to serve children with disabilities

* Annual evaluation
